Thai gambling law status
Thailand operates no licensing regime for online gambling. The governing statute is the Gambling Act B.E. 2478, drafted decades before the internet. Permitted gambling in Thailand is narrow, covering the government lottery and horse racing at authorised tracks. There is no application route through which an online operator could be licensed.
So what about offshore sites that accept Thai players
Two separate systems. One is the operator's own terms, which say which countries it will serve. The other is Thai law. An offshore operator omitting Thailand from its restricted list tells you its licence conditions permit Thai players. It says nothing whatsoever about your position under Thai law.

If a bank account is frozen
This usually follows receiving a transfer from an account tied to a case, not from trading at a licensed exchange. The first channel is the Anti Online Scam Operation Centre hotline 1441, option 2. Have the account number, transaction timestamps and transfer evidence ready before calling.
Are players prosecuted
I will not opine on that. It is a legal question turning on specific facts. What I can say is that Thailand has no online gambling licensing regime and enforcement is a matter for state agencies.
Does a VPN help
A VPN does not change the legal character of an activity, and many operators prohibit concealing your location, which can cost you an account and a balance. I do not treat it as a solution.
